The ITX motherboards don't support Turbo Boost unless otherwise noted.
ITX motherboard has a CPU frequency reduction setting when the CPU is in high temperature. Therefore, the CPU100% performance cannot be continuously achieved.
If you want a motherboard that can stay in Turbo Boost mode at all times, you can choose ATX motherboard.
